Like us, they have most of their sweat glands in their feet.  If the breed is any type of hound, the frito effect is more pronounced.  (In my experience.)  So it might also be the additional doggie oils combined with the sweaty feet.

I don't mind the smell, in fact I rather like it. My cat's feet smell like dirt, unless she's just groomed them (which she does immediately upon returning indoors) after which they smell like nothing.
