| Okay, same app on the phone.
I let it get halfway finished before tapping it again. Got an iCloud icon(?). Tapped it again and got the downloading progress icon -- circle with a thicker line making it's way around the perimeter -- which initially showed half done, but quickly reversed to zero and started again.
Ergo, canceled download.

| I just started another download and paused it. Can't cancel it. I'll leave it on pause for a few days and see what happens.

I'm not sure that it does. I just found it odd that I can't cancel a download. Only program I've ever encountered that acts that way. Of course, if it's on pause, then the download program is still loaded, sitting there in the background, using resources, waiting for me to start it up again. |

| Is it? What resources are engaged by the downloader? Open up an activity monitor and look at your CPU. |

| I don't have an activity monitor on my phone. Or I don't think so. If the download is on pause, then the program is waiting for you to restart it. Whatever memory it has allocated for the download is not available to other programs. And the program will be looking for a tap to restart. Not a lot of CPU time, but still...

| Download an activity monitor, there are lots of them and they're free.
I suspect the "pause" you're complaining about is a service to the customer, allowing you to restart (from scratch) a download you have paused (or canceled) without having to go to the trouble of finding it again.
If you close the App Store without restarting it, it's canceled. |

| Close the app store, go into airplane mode, open the app store, and it asks you to exit airplane mode so that it can continue. It is not cancelled. It is waiting. Lurking there in the dark, just waiting for you to return.

| Okay, I get the iCloud icon on reopening, so you're right. But if you tap the iCloud icon, the download starts over. It is not "half-downloaded" it's canceled.
How do you cancel a scheduled download? No idea.
But it shouldn't use any CPU cycles. |

| Hmmpf. Go to "purchased apps" on the bottom, it shows the iCloud icon for unfinished downloads. Swipe left and you get an option to HIDE the download.
Then if you go into Apps again the app is still on iCloud icon -- waiting, but not canceled.
Still investigating.... |

| No solution evident. The undownloaded app stays in "iCloud" mode no matter what you do.
Nothing in Setup seems related. |

| Solution found.
It's kinda cumbersome but it makes sense. Power down the device.
On rebooting all the "scheduled downloads" are gone. |

| Hold down the power button until the power off slider appears. Then turn it off. Hold down the power button again to turn it back on.
I tried it with the download paused when I turned it off and again with the download running. No joy.

| Maybe because I have an old phone (4S).
It gets odder. I had left the download paused for more than twelve hours, to see if it would time out. It didn't. I decided to just go ahead and let the download run. When I tapped on the cloud icon, it changed to the download progress circle, showing just a tiny completion spot, as it had when I first paused it. Then, in less than a half second, the progress circle filled and the icon changed to "Open." This was a fifty megabyte file, which would take quite some time to download with my lousy internet service. But there it was. I suspect that even while paused, it was surreptitiously downloading the file. It is not possible for it to have downloaded on this internet connection at the rate it showed. |

| Assholes. It looks like they have decided to vigorously attack Apple now, for whatever demented reason their nasty little minds came up with. There are a bunch of scary articles on that site. The one on Linux servers is discomforting. Most people don't realize that the internet mostly runs on free, open source software: Linux and Apache. Let's hope these dicks don't decide to play Mr. Robot and bring the whole thing down. |
