Which party came up with the following and what did they call it?

It is indeed. Bernie Sanders' book has made it up to 1994.

Funny, what was radical conservatism 20 years ago sounds like middle-of-the-road liberal politics now.

There are no politics or policy in the so-called contract. It's neither conservative, moderate, nor liberal. It deals only with a few of the many rules for conducting Congressional business and was nothing more than a meaningless publicity stunt.

One part of the CWA was to limit congressional terms to 12 years; two terms for Senators, three for Representatives.

This provision actually got 227 yea votes (to 204 nays) in March 1995, but as a Constitutional amendment it required a two-thirds majority to become law.

Makes a lot of sense to me.  Presidents are limited to 8 consecutive years -- why not Congressmen & women?  The measure was called the "Citizen Legislature Initiative" which is what we should have.

Along with public financing of campaigns.

Remove the temptation and opportunity for corruption and you'll get less of it. Also citizen legislators, on temporary leaves from their normal lives, wouldn't forget who they're working for.

By itself, this would accomplish nothing. It would only be useful when enacted with many other major changes in the way campaigns are conducted and financed, and the elimination of gerrymandering, as well as the elimination of lobbyists, just to name a few.
