You know what I want....

A program that will let me stick a virtual sticky note much like my Vista sidebar uses to a bookmarked webpage. I want to be able to write a note as to why I saved something.

Apple devices have that

Google "Sticky notes" and you will find a selection of programs that may do what you want.
There was even a version of sticky notes back in the days of DOS.

Hey now. This was my first computer and I had no idea what I was looking for. Still don't in some ways.


Edit: Holy shit! I'm thrilled! Chrome had an extension that did it. I never would have thought of that. I thought of taking a screenshot and putting it in OneNote and then using the marker tool to write the note to the side. ha ha ha ha ha amateur.

My daughter has had a number of Apple products (I know, because I bought most of them) and she has had hardware problems with nearly all of them. I have been tempted many times to buy an Apple, because they are really cool. But they are horribly over-priced (always have been) and I don't want to buy something I can't depend on. But they are cool.
