"Reverse psychology" is telling someone NOT to do something you really want them to do, knowing they'll go against your wishes just to piss you off.
Vaccines work by infecting a person with just enough virus, or killed virus, that the body mounts an antibody response to what you're vaccinating against.
Trump's (and by extension The Heritage Foundation et al) philosophy has been to install, as the head of each agency, the loudest critic of that agency in the hopes that they'll dismantle it from within.
