If the Kingdom of Saud buys Tesla, it’ll be to shut them down.

If China buys Tesla, they’ll move them to Beijing and pump a bunch of money into them.

If Musk has shown us anything, it's that he is very competent with high tech but doesn't know shit about the basics of building cars - or running a business.
