Why not, it makes sense. They're fast and quiet and cheap to operate (after the initial investment). I read somewhere recently (can't find it again, but nevermind) that the Segway's biggest customers have been police departments. This would be a logical extension.

I can tell you why it isn't happening yet. They're sold direct from Tesla to the end users, and so far production has run well behind demand. There's no incentive for "fleet purchases" of Teslas.

Somewhat connected: I watched a (not very good) program in which the bad guys are driving with two bodies in the trunk of their Tesla - and looking for a charging station that works.
