I'm not surprised. We have a culture that encourages stupid and looks down on education as "elitist". And no tax dollars to work with. Segregation and school prayer are alive and well but real education is hard to come by.

Mississippi may be the lowest, but California isn't far ahead.
It would be interesting to see regional breakdowns of the states, because I know that California does have some very good schools, and that's probably the case in Mississippi as well.
