We need to put these all around the shore, to catch the garbage we're putting into the sea. Preferably really big ones, at that.

That's a clever device, but the need for a water pump greatly reduces its flexibility in application. The bits of garbage floating around docks are irritating, but the great masses of plastic and micro-plastic bits in the oceans are the real problem. Gonna take a bigger bin.

And power to run the pumps.  And people to empty out the mesh catch nets.  And a place to put the garbage thus caught -- which is the reason this stuff is in the ocean to begin with.

The "floating garbage islands" in the Pacific may be up to 5.8 million square miles large. Or it could be considerably smaller.

"Floating garbage islands" is a misnomer.
Wikipedia wrote:

To clean this water, it would take a different type of filtration than what is provided by the seabin.
