First is the age of the place. People might quibble about relatively recent stuff, was it neanderthals or somebody else? This is so old there's no doubt: neanderthals did this because there was nobody else around. And, nobody really expected to find anything so old in such good condition.
Second, this was clearly a group effort, and appears to be a meeting place for ceremony or ritual. That says a lot more than a few flowers tossed in a grave, and implies a level of intelligence and culture that many people have not been willing to assign to neanderthals.
