The problem of "poaching" employees is well-known in Seattle, where Microsofties, Googlers, Starbuckers, Amazonians and others are always moving about. I did not realize that the Justice Department intervened on behalf of engineers (who by the way are mostly foreign nationals) because limiting their movement also limits their salary. I thought mostly that happened through market value -- an engineer kept moving up until he or she reached a position where the employer no long thought them worth their salary, at which point they're laid off and can no longer work in this town.
In most cases that okay though, because they retire at 31 with a multi-million dollar mansion, two Ferraris, and a nine-figure bank account.
