As a result of a question on QorA, I found my way to this page. It outlines the philosophy of British policing, as established in 1829. I think it explains a lot about the way British police are viewed.

Once again, a demonstration of how horribly backward the US is compared to the Brits (except for over-priced dentistry, of course (I'm sorry, Richard; sometimes, I just can't help myself.)).

British dentistry gets a bad rap. But it is cheap, whatever else you say.
